Director, Industrial Security


Overview:
Prepares and supervises the implementation of policies and procedures for Industrial Security (Security, Health, Safety and Emergency Response) through out the company. Plans, develops, implements and maintains various programs necessary to maintain high quality Industrial Security programs at Ma’aden. Investigates and advises on matters related to incidents or accidents and recommend alternate methods of operation to prevent their recurrence. Leads and directs the work of Industrial Security (IS) in coordination with operating personnel at all offices, mines, plants and construction and exploration site and assumes general supervision of IS employees.  Implements, updates and upkeeps necessary Industrial Security controls, methods and methodologies for a complex and technical environment.
Responsibilities:
Supervision
* Plans, coordinates & directs activities of Industrial Security Department with the assistance of assigned personnel.
* Supervises the activities of personnel assigned to industrial security Department (Security, Health, Safety, Emergency Response and Loss Prevention). Performs supervisory responsibilities at a level established by the Executive Management for the position.
Budgets & Manpower
* Plans, supervises and controls manpower, capital & expense budgets relating to the IS department.
Standards
* Defines standards by way of setting policy, procedures and manage the authorities given to individual, and outline the best practices for IS.  Reviews, prepares and approves Corporate procedures and standards for Security, Health, Safety and emergency Response

Policies
* Directs development of corporate policies and systems & procedures relating to the Industrial Security activities of Ma’aden and its subsidiaries. Communicates such policies and procedures and recommends appropriate changes. Ensures their proper application, as approved by the executive management team for the Corporate Office only.
* Recommends and participates in the development of Corporate policies and procedures.  Establishes, communicates, periodically updates and supports policies for Industrial Security performance at all Ma’aden sites.
Support
* Supports all Ma’aden subsidiaries, SBU’s and JV’s by means of available training and provision of technical support
Emergency Preparedness
* Directs and manages security, health, safety and post emergency incident investigation.
* Directs and manages all industrial security programs (emergency preparedness, security, health, fire prevention and safety, waste disposal, laboratory, mine design safety, plant safety, process safety and chemical safety)
Security impact
* Evaluates and determines the security baseline and impacts, including but not restricted to – people, plant, equipment, animals, air, water, biophysical environment, social environment of the Company’s operations at all sites. Raises strategic concerns detailing such impacts and recommend solutions.
Audits
* Audit and inspects control measures and documents of industrial security at all mines, plants and exploration and projects sites.
* Carries out regular inspection tours of all facilities to identify hazardous and unsafe working conditions as well as ensure compliance with established programs. Studies recommendation from subordinates and or the field and institutes changes in the programs as required.
* Ensures compliance with all environmental health and safety standards promulgated by all local, state, and government agencies through development and implementation of inspections and monitoring programs.
Training
* Directs and manages the development and implementation of training programs to improve all industrial security aspects, including security, safety, productivity, effectiveness and the efficiency of operations at mines and other projects.  Includes raising safety awareness and improving response time in cases of emergency.
* Ensures that a Safety training program is in place for all Ma’aden companies according to both regulatory and industry specific requirements.
Compliance Measures
* Surveys work methods and practices at mines, plants and other areas to determine extent of compliance with safety and loss prevention measures. Develops work standard operating procedures to minimize unnecessary exposure to unsafe working conditions. Trains personnel in new procedures and follows up to ensure proper implementation.
Improvement measurements
* Determines Scope, priority and pace of Safety Management System planning implementation, measurement and improvement according to OSHSAS 18001 requirements.
Reports
* Prepares monthly reports and statistics relating to accidents and injuries at mines, plants and other areas indicating trends and raises recommendations to local management for further action.
* Establishes, communicates, periodically updates and supports policies of Safety performance.
* Reports defined incidents to the appropriate Governmental agenises ensuring that the correct information is reported while ensuring as far as reasonably possible not to expose Ma’aden to potential regulatory consequences.
Communication
* Communicates with concerned regulatory authorities to ensure that Industrial Security laws and regulations are applicable and updated copies are available at all sites within Ma’aden.
* Develops and ensures that a comprehensive industrial security communications program is developed, updated and implemented across the Ma’aden sphere of influence, including the development of safety and loss prevention flyers, brochures and other publications, distributed to employees and posted in public access areas to instil and raise safety awareness among all concerned.
* Implements Employee safety Training/hazardous Communication (“Haz Comm”)
Assessment and reviews
* Monitors implementation of the Safety Management System throughout all Ma’aden sites and ensure that continuous risk assessment and hazard identification activities are implemented to alleviate the identified risks at specific sites.
* Conducts periodic performance review and improvement and produces certified performance annually.
* Ensures that comprehensive across Ma’aden Process Safety Analysis, Process Hazard Analysis, HAZOPS and the safety risk assessments are conducted periodically by qualified personnel, and that those risk assessments are updated at specified internals
Security Systems
* Consults with business unit executives on the design of complex and/or strategically significant security systems and brings security issues/solutions to senior management in an easily understandable manner.
Data
Prepares and keeps data GRI requirements for data aggregation and analysis
Security control
* Undertakes responsibility for ensuring strong security controls are established and maintained within our environment and in compliance with a variety of security requirements.
Programs
* Develops and implements comprehensive programs in the areas of safety. Industrial hygiene, general safety, hazardous waste, environmental health and fire safety; develops preventative programs to identify and reduce risks.
Consultation
* Consults with business unit executives on the design of complex and/or strategically significant security systems and brings security issues/solutions to senior management in an easily understandable manner.
Coordination
* Coordinates the implementation of industrial security systems across Ma’aden sites and ensure that the systems, equipment, tools and procedures are standardised for easy integration and cooperation between sites.
* Coordinates the testing of all industrial security system for effective operation and integration capacity, including emergency response and security incident command and control drills.  
Qualifications:
Must comply with all provisions contained in Ministerial Order No. 2139 dated 4/8/1408 issued by the Saudi Arabia Ministry of Interior, High Commission for Industrial Security.
MUST BE A SAUDI NATIONAL
Bachelor’s degree or equivalent work experience required. Security certifications (CISSP, CISM )
B. Sc. in Engineering in Security and Safety or Mining
15 years’ experience in Industrial Security, and Safety inspection and control preferably the mining industry with at least 5 years in a supervisory capacity.
* Fluency in written and spoken English.
* Fluent in written and spoken Arabic
* Computer literate – PC applications.
* In depth knowledge of Saudi Arabian Industrial Security legislation
* Possess strong security background and can convey industry-best practices and how they can integrate into Ma’aden environment
* Have a working knowledge of management systems to be effective
* A background in math and other natural science will be beneficial
* Leadership skills essential
* Conflict resolution skills necessary
* Change management skills important
